Public hearings of draft of the Joint Operational Programme for the European Neighbourhood Instrument Cross-border Cooperation Programme Poland-Belarus-Ukraine 2014-2020

The Ministry of Infrastructure and Development acting as Managing Authority and Joint Technical Secretariat of the ENPI Cross-border Cooperation Programme Poland - Belarus - Ukraine 2007-2013 would like to inform that the public hearings of draft of the Joint Operational Programme for the European Neighbourhood Instrument Cross-border Programme Poland-Belarus-Ukraine 2014-2020 started on 6th May 2015 and will last until 10th June 2015.

The aim of public hearings is to collect opinions and remarks concerning solutions proposed within the Programme.

All remarks made in other way will be automatically excluded from consideration.

The deadline for submission of comments is 10th June 2015.

Public hearings are open to all interested parties, especially representatives of local governments, socio-economic partners, government administration, NGO's, academic circles, etc.

Consideration of comments

After the public hearings, all the comments submitted within the deadline will be examined and given for the consideration of the Joint Working Group for preparation of the ENI Cross-border Cooperation Programme Poland-Belarus-Ukraine 2014-2020.

Basic information

Programme will support the activities within 4 thematic objectives:

  • Promotion of local culture and preservation of historical heritage;
  • Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems;
  • Common challenges in the field of safety and security;
  • Promotion of border management and border security, mobility and migration management.

Indicative budget of the ENI Cross-border Cooperation Programme Poland-Belarus-Ukraine 2014-2020 will amount to 175,8 mln euro from European Neighbourhood Instrument and European Regional Development Fund. The proposed budget allocation for the Programme thematic objectives is as follows:

Thematic objectives: allocation in EUR

  • Promotion of local culture and preservation of historical heritage 30 852 777,85
  • Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems 53 399 038,59
  • Common challenges in the field of safety and security 42 323 682,44
  • Promotion of border management and border security, mobility and migration management 31 643 874,72

10% of the Programme total budget is assigned for the Programme technical assistance.

Programme area shall cover the following regions:
Core area consisted of following subregions:

  • Poland: białostocki, łomżyński, suwalski, ostrołęcko-siedlecki, bialski, chełmsko-zamojski, krośnieński, przemyski;
  • Belarus: Brest oblast, Grodno oblast;
  • Ukraine: Lviv, Volyn, Zakarpatska oblasts. 

Adjoining regions consisted of following subregions:

  • Poland: puławski, lubelski, tarnobrzeski and rzeszowski;
  • Belarus: the Minsk Oblast (including the city of Minsk) and Gomel Oblast; 
  • Ukraine: Rivnenska, Ternopilska and Ivano-Frankivska oblasts.

The Ministry of Infrastructure and Development of Poland, the Designation and Certification Department will play the role of Managing Authority. The following institutions will play the roles of the National Authorities: the Ministry of Infrastructure and Development in Poland, the Ministry of Foreign Affairs in Belarus and the Ministry of Economic Development and Trade in Ukraine. Intermediate Body will be located in Centre of European Projects in Warsaw.
